Who is a carer?

A carer can be a partner, friend, neighbour, child or other relative of the person being cared for. A carer can be a man or woman and can be of any age. A carer gives his or her time without payment to help care for another person who is disadvantaged due to physical or mental illness or disability.

 

There are about 15,000 carers in Barking and Dagenham who are involved in giving someone regular help and support.

 

The government recognised the vital role of carers in society in a plan called 'Caring about Carers'. Since then there has been government legislation to ensure that advice and help is available to support carers.

 

Caring for someone is a major responsibility, whether a daughter calls in to see a parent each night after work, or a partner cares for someone 24 hours at home, each carer will often find additional strain is placed upon them. Carers often have other responsibilities, perhaps children or partners of their own or work commitments etc.

 

What is a carers assessments?

If you are a carer, by law, you have the right to have your needs assessed, even if the person you look after does not want to be assessed or be involved with the local authority (receive care services or support from the council).

 

We should emphasise that the assessment does not consider your caring ability or financial situation, but can help to identify ways of supporting you as a carer.

 

Some people prefer to be assessed on their own so they can say what is important to them. Others prefer to be assessed in front of the person they are caring for. All carers who are assessed have the right to choose.

 

We can arrange for an interpreter to be present at an assessment if you use sign language or do not speak English.

 

What is expected during the carers assessment?

During the assessment, we will discuss the following issues with you.

Following the assessment, the care manager will arrange to send you a copy of the agreed services and support.

What are Direct Payments?

This is a scheme where payments are made direct to the person you care for, or the person with an illness or a disability, so that they can pay for services they have been assessed as needing. This scheme gives more flexibility to choose who provides services, and this means that service users can make the arrangements themselves.

What is Carers Allowance?

Carers Allowance is paid if you care for someone who receives Attendance Allowance or Disability Living Allowance (Middle or Highest Care part).

 

To qualify for the carers allowance carer must:

Since 28 October 2002 you can claim Carers Allowance even if you are 65 or over. Other benefits you or the cared for person receive may affect this. It is very important to discuss this during your assessment.

 

Benefits can be discussed as part of a users assessment or a carers assessment. Carers might be referred to Carers of Barking and Dagenham or Age Concern for advice.
