Parking Facilities 

We can agree to provide parking facilities to help people with disabilities. These facilities could be a painted parking bay in the road or on the pavement. The facility we provide will meet people's assessed need. 

The Adult and Community Services Department must agree to all parking facilities we agree to provide. 

Please remember:

  • It is not reasonable to expect that if the person does not own a car himself or herself, any other transport can double-park while picking them up or dropping them off
  • A parking bay is a polite notice only. By law, we cannot stop people from parking in it

  • The Taxicard Scheme is for those people who are unable to use any form of Public Transport. 

    From the 1 April 2011, the scheme allows people up to 104 black cab trips per year at a subsidised rate. The current level of subsidy is as follows:

    Changes to the taxi card scheme charges came in to force on the 4 January 2011.

    • Trips up to £10.80 - Taxicard holder pays £2.50, Borough pays balance up to a maximum of £9.30
    • Trips over £10.80 - Borough pays the first £9.30, Taxicard holder pays the balance

    Applicants must be registered with this authority as a disabled or blind person and have a permanent and substantial physical, mental or sensory disability that imposes serious mobility problems. 

      Applicants must meet all of the eligibility criteria for the scheme.

    • The Motability Scheme was established to provide disabled people with safe, reliable and affordable cars. Cars account for 99% of the Scheme's activities, with powered wheelchairs and scooters making up the balance. 

      The Scheme works only because it brings together a number of essential elements:

      • The government (Department for Work and Pensions)
      • Motability (the registered charity empowered by its Royal Charter)
      • Motability Operations (owned by the United Kingdom's largest banks), operating the car schemes on a not for profit basis
      • Route2mobility Limited ('r2m'), a privately owned company which operates the powered wheelchair and scooter scheme
      • Manufacturers of cars, powered wheelchairs and scooters
      • Car dealers and dealers in powered wheelchairs and scooters
      • Specialist vehicle adaptation companies
      • Insurance and roadside help providers

      Over 1.5 million disabled people in the United Kingdom qualify for the Higher Rate Mobility Component of Disability Living Allowance from the government. What a disabled person chooses to do with that money is entirely up to them. 

      Currently, 400,000 disabled people have chosen to have their allowances paid to the Scheme to meet the cost of having a car, powered wheelchair or scooter through a contract hire or hire purchase arrangement. 

      Cars are supplied new from Motability accredited dealerships and customers can choose from over 20 car brands. There are more than 3,500 Motability accredited car dealerships across the United Kingdom and a national network of accredited retailers of powered wheelchairs and scooters. 

      The Motability Scheme also provides a small number of used cars through hire purchase.
