Submitting a planning application 

You should refer to the relevant Validation checklist for details of what you are required to submit with your application.

Many people will employ an agent to draw their plans and submit their applications and this approach should be considered if you are not confident that you can draw a set of suitable plans. We do not have a list of recommended agents.

We also accept planning applications online via the Planning Portal.  The Planning Portal is an external website and the Government's online planning resource, which is part of the common vision for improving the planning process in England and Wales.

The Planning Portal provides guidance and information about making planning applications, as well as resources for study and research.

It is possible to submit applications electronically using the Planning Portal, completing the forms online and then attaching the drawings.  It is also possible to produce, and pay for, a site location plan online from the Ordnance Survey.  The Planning Portal also allows you to pay for the application fee online with a card payment, although you can also pay by sending a cheque direct to us if this is more convenient.

The development management team are also available to help you fill in the planning application forms and if you contact them in advance, to make an appointment, someone will meet you at our planning reception to help you with your application.


Important note for applicants: The Mayoral Community Infrastructure Levy 

From 1 April 2012 the Mayor of London will be operating a Community Infrastructure Levy (CIL) throughout Greater London to help fund Crossrail. Following approval of the CIL Charging Schedule by an independent examiner in November/December 2011, the Mayor adopted his Charging Schedule on 29 February 2012.

The charge will be £20 per square metre in Barking and Dagenham and we will be collecting this charge. 

The Mayoral CIL charge will apply to planning permissions issued on or after 1 April 2012. In order to calculate the charge, the council will ask for floorspace figures (both existing and proposed) to be submitted as part of an application.

Common errors completing the application form 

Before submitting a Householder Application for Planning Permission for Works or Extension to a Home or an Application for Planning Permission, please check that you have completed:

  • the relevant ownership certificate; and
  • the Agricultural Land Declaration.

Both are found towards the end of the relevant application form.

Failure to complete these will result in an invalid application.

Please note that other types of applications may also require an ownership certificate to be completed so please read the instructions on the application form carefully. Please also check that you have enclosed the correct fee.
