Residents Urban Design Forum

The Barking and Dagenham Residents Urban Design Forum was set up in 2009 to help improve the quality of urban design and architecture through involving local residents in the borough's planning process.

Residents Urban Design Forum Terms of Reference

  • The Barking and Dagenham Residents Design Forum is a voluntary group of residents who review proposed projects that may impact on the quality of urban design in the borough. The aim of the Residents Urban Design Forum is to provide guidance from residents of the borough on significant development proposals.

Barking and Dagenham is an area where substantial physical change is occurring through many regeneration projects. By setting up a resident-led urban design panel, the Council seeks to engage with residents and to ensure that local people play an integral role in how change takes place in the borough.

The Forum is intended as a means of opening up the planning and development process and specifically urban design decisions to the community.

To understand more about Residents Urban Design Forum's role, please refer to the Terms of reference.

  • The Residents Urban Design Forum Members consist of a voluntary group of residents who have been trained to read and understand architectural drawings and planning documents. The Members are not qualified architects or professionals from the built environment; the Forum is intended to provide a source of impartial advice for decision makers from a residents’ perspective.

  • The Residents Urban Design Forum look at developments across the borough. There is a particular focus on significant public projects. The RUDF reviews planning applications and pre-application designs for new developments that impact the Barking and Dagenham’s townscape.

To see a list of criteria for scheme selection, please refer to the Residents Urban Design Forum Terms of Reference.

  • The Residents Urban Design Forum generally only consider one scheme at the Residents Urban Design Forum meetings, which the Council seeks to schedule on a monthly basis.

The Residents Urban Design Forum meet during the evening (6.30pm – 8.00pm) in the second week of the month.

    Workshop Briefing
Prior to the main design review, the Council run a workshop with the Residents Urban Design Forum Members to review the proposed development and answer any questions the residents may have.

Residents Urban Design Forum Design Review
The Residents Urban Design Forum Members meet in the evening during the week to review schemes.

The Residents Urban Design Forum Supporting Officer provides assistance to the members of the Residents Urban Design Forum and attends both the workshop and review meeting.

The review meetings take between 1.5hrs – 2hrs depending on the complexity of the scheme and the issues raised.

Format of the Residents Urban Design Forum Review Meeting
Scheme promoters (client and design team) are given the opportunity to present the project at the Residents Urban Design Forum Review meeting. The period of time available for the presentation is 15 – 20 minutes.

The review starts with a presentation of the proposed project usually by an architect or planning consultant. The schemes promoter(s) should talk through the main design issues.

For a comprehensive list of the criteria which the Residents Urban Design Forum use to consider schemes and the full format of the Review Meetings please refer to the Residents Urban Design Forum Terms of Reference.

    Post review
The Residents Urban Design Forum Support Officer finalises a written Design Review Report with the residents and the Residents Urban Design Forum Chair.

A concise Residents Urban Design Forum Review Report is given to the people responsible for the project within 10 working days of the meeting. The schemes proponents are asked to provide a response on how the points raised will be addressed.

    Transparency
In the case of formal planning applications the contents of the Residents Urban Design Forum Review Report will be conveyed to the Development Control Board through the planning Case Officers Report on the proposal.

The Residents Urban Design Forum Review Report for proposals which are within the statutory planning system as planning applications will be published on the Council’s planning website. The Council will not publish comments on preliminary schemes unless prior agreement is sought from the schemes proponents.
