General Income Section

The main purpose of the General Income section is to act as a support service to other council departments who are required to provide chargeable services to people, businesses and organisations within the borough.

It also provides a recovery and enforcement function and acts on behalf of other council departments to ensure that once invoices are sent to people / businesses / organisations, they are paid promptly and in full.

The General Income Section will be your first port of call if you have received, or are receiving, a service from the council and have been sent an invoice for that service.

The General Income Section can provide you with assistance with paying the invoice, including instalment arrangements, payments by credit or debit card and soon we will also have Direct Debit.

The General Income section, can only deal with issues relating to the payment of invoices.

If you have another query (i.e. not a query to do with paying the invoice), you will have to speak to the section within the council that provided the service to you.

For example:

If the amount to pay shown on the invoice looks incorrect (i.e. too low or too high)
If the service shown as being provided does not look correct
If the service shown as being provided was never provided
If your name or address details appear incorrect

Invoices are issued by the service area.

Our services

Collection and enforcement of:

Former Council Tenant arrears
Service charges for occupiers of leasehold domestic properties (most of these have been purchased via right to buy scheme)
Rent and leasehold charges relating to Council owned business premises
Mortgage arrears for people who have council mortgages
Charges to businesses which relate to trade waste removal
Overpaid housing benefits

Other functions:

Administration of council car loans
Review and analysis of all of our sundry debt portfolio

Training:

Training and support for council department staff who use the Oracle system

How General Income deal with non-payers

Send reminders and final notices
Negotiate with customers who are having financial difficulty
Issue County Court Summonses, present cases at court, secure County Court Judgements
Apply for charging orders against properties owned by debtors
Apply for repossession of properties that have mortgage arrears
Petition for bankruptcy
