The Local Implementation Plan for transport is a document that will guide the way we look after and improve transport in Barking and Dagenham over the next 5 years (from 2006 to 2011).
Following consultation and approval by the Mayor of London in 2007, we have now produced a final version of the Local Implementation Plan which is available below.

Chapter 1 - Description of the borough

Chapter 1 provides some background information about Barking and Dagenham, its geography, economy and demographic information. It includes the plans for the regeneration of the borough which set the context for the Local Implementation Plan.
Chapter 2 - Local transport context

Chapter 2 examines problems relating to transport experienced in Barking and Dagenham and identifies the key opportunities to address them. It provides the context for the policies in chapter 3 and the implementation programme in chapter 5.
Chapter 3 - Borough policy statement

Chapter 3 describes the local transport policies adopted by the Council to implement the Mayor's Transport Strategy. It also includes relevant policies found in other key Council documents, including the Community Strategy and Unitary Development Plan.
Chapter 4 - Equality impact assessment

The Local Implementation Plan has been the subject of an Equality Impact Assessment in line with guidance from Transport for London. The Mayor's Transport Strategy makes a commitment to developing an inclusive society, and this affects the proposals of the Local Implementation Plan in relation to the regeneration of the borough. The results of the Equality Impact Assessment are set out in Chapter 4.
Chapter 5 - Local Implementation Plan proposals

Chapter 5 sets out our 5 year programme for 2006 to 2011 to implement the Mayor's Transport Strategy and deliver our own objectives community priorities.
Chapter 6 - Road safety plan

Chapter 6 describes our road safety plan. Improved road safety is a key issue and it is currently secured through a variety of measures including physical (engineering) measures; campaigns and publicity; and education and training.
Chapter 7 - Parking and enforcement plan

A draft parking and enforcement plan has been prepared with the overall aim to help support a better and safer environment and improve parking conditions. The various measures are described in chapter 7. We are in the process of preparing the full plan.
Chapter 8 - School travel plan strategy

Chapter 8 of the Local Implementation Plan contains our school travel plan strategy. We are active in promoting safe travel to schools and travel by more sustainable alternatives than the car.
Chapter 9 - Performance measures

The Mayor of London has asked London boroughs to show how they will implement the Mayor's Transport Strategy locally. The Mayor has set 14 targets to achieve to deliver improvements to transport in London. These targets are described in chapter 9.
Chapter 10 - Consultation

Consultation on the Local Implementation Plan was carried out to gather information about the transport needs of the residents and employees in Barking and Dagenham. Chapter 10 sets out the consultation strategy, process and outcome for the preparation of the Local Implementation Plan.
Chapter 11 - Borough core capacity statement

Chapter 11 covers the core capacity - which includes funding and staff resources - available to us to implement the Local Implementation Plan. It also looks at areas where core capacity may be insufficient, or where systems may have to be put into place.
Chapter 12 - Funding Applications

Transport for London requested that boroughs include an overall annual summary of the expected financial implications of their Local Implementation Plan. This should equal the total of the costs and funding sources available. Chapter 12 provides a summary of Local Implementation Plan funding.

Every year Transport for London awards capital funding to London boroughs to spend on projects to improve local transport. In November 2007 the Mayor of London announced £161 million of funding for the financial year 2008-2009, which includes just over £3.2 million for Barking and Dagenham. The Mayor also announced £2.3 million of funding for the Thames Gateway London Partnership, of which Barking and Dagenham is a member.
