Penalty Charge Notices

What do I do if I have been issued with a penalty charge notice?

 

If you have been issued a penalty charge notice, you must either make payment or write to us explaining why you feel it should be cancelled.

 

The 'date of service' of the penalty charge notice is the date the driver / registered keeper received the penalty charge notice.

 

A penalty charge notice served by post, which was issued by CCTV for a bus lane or moving traffic contravention or penalty charge notice served in person by a Civil Enforcement Officer (Parking Attendant) must be paid within 28 days from the date of service of the penalty charge.

 

If the penalty charge is paid within 14 days from the date of service, payment may be made at the reduced rate of 50%, in other words a notice issued at £120 becomes £60. If after 14 days the penalty charge remains unpaid, the full amount of the penalty charge is payable.

 

If the penalty charge is not paid within 28 days (from the date of service), a Notice to Owner or Enforcement Notice will be sent to the person who we believe is the registered keeper of the vehicle.

 

A penalty charge notice served by post, which was issued by a CCTV device for a parking contravention, must be paid within 28 days from the date of service of the penalty charge. If the penalty charge is paid at any point during the first 21 day period (from the date of service) payment may be made at the reduced rate of 50%, in other words a notice issued at £120 becomes £60.

 

In all circumstances, if a penalty charge remains unpaid and is not challenged after a period of 28 days, the amount payable will increase further.

 

If the charge is subsequently registered as a debt, a £5 court fee is payable - in additional to the penalty charge notice charges. If bailiffs are instructed to recover the debt, bailiff charges are also payable.

 

We will only cancel a penalty charge notice in certain circumstances. We are not obliged to agree cancellation for any of the following reasons:

Motorists who receive a parking or traffic Penalty Charge Notice issued by CCTV enforcement, are able to view still images from the video recording of the incident.
