A controlled parking zone is an area where on-street parking controls have been introduced by the local authority to manage parking in the interests of the local community. Schemes are introduced through the involvement and support of local residents and businesses, and are tailored to meet local requirements.
The vast majority of schemes have been introduced to remove long-term non-residential parking so that residents can park close to their homes, and local traders / businesses and their customers are able to park close to their shops and premises.
Controlled parking zones are introduced where there is a high demand for parking, particularly close to local amenities, such as rail / tube stations and shopping areas. In such situations local residents are often reluctant to move their cars, knowing that when they return, they will not be able to park close to their home until quite late in the evening.
Complaints are frequently received from the elderly and the disabled who rely on home care from their carers, who are unable to attend to them because they have nowhere to park. Local shopkeepers and businesses are also disadvantaged as their customers are also unable to park.
Controlled parking zones prioritise parking for residents and businesses within the zone, and for visitors / customers, through a system of permit parking and pay and display parking. Only residents and businesses within the zone are eligible for permits, so commuters and other long stay parkers are unable to park in the zone.
Resident's visitors in a controlled parking zone are eligible to park with a residents or visitor parking permit, and shoppers may park in pay and display bays which allow durations of stay (0-30 minutes, 1 hour, 2 hours, 4 hours) as appropriate to the locality.
There are 6 controlled parking zones in Barking and Dagenham, each having their own combination of operational times, so it is important for drivers to check information signs carefully before parking.
The hours of operation of restrictions that apply in controlled parking zones are displayed on signs as you enter a controlled area.
We mark all roads where parking is not allowed with yellow lines. If yellow line restrictions apply at different times to that of the controlled area, the times are shown on separate time plates near the area of road that is affected.
Parking within a controlled parking zone during bank holidays (including Christmas Day and Good Friday) is uncontrolled, except on double yellow lines, and unmarked footways, i.e. they are eligible for enforcement.
