In order to be fair, open and consistent we use guidelines called eligibility criteria. The guidelines are explained in detail in a separate leaflet. Our priority is to provide a service to people who cannot undertake personal care safely or independently.
If you disagree with the outcome of the assessment or decision about the amount of help provided please speak to your Home Care Manager. If you are still unhappy please call or write to the Customer Care Manager (details at the end of this leaflet).
There is a flat rate weekly charge of £10 for people in receipt of Attendance Allowance or Disability Allowance - (care component). A separate question and answer leaflet is available (see contact details).
Home Care Assistants are instructed not to accept gifts in money or kind and are not allowed to benefit from the Wills of service users. You are not expected to provide meals for Home Care Assistants although tea or coffee may be provided at your discretion.
Home Care Assistants cannot give you your medication, but can remind you to take it, provided it is in a dossette box. The person arranging your service will explain what a dossette box is if you need this type of help. Home Care Assistants are not allowed to change dressings.
We will talk to you about your problems and how you are managing. This is called an assessment. You may, if you wish, have a friend or relative with you to help explain things. The person who visits you to make an assessment will carry identification and, if previously agreed with you, use an entry-telephone password.
The Home Care Service is committed to high quality care. We are working to ensure that the Home Care Service and the independent organisations, from which we purchase services, meet national standards and local expectations.
We make every effort to maintain continuity of service by sending the same Home Care Assistant. When this cannot be done we will try to let you know. However getting in touch with our service users to give information is still sometimes very difficult.
We are tackling this by introducing new technology and more effective management arrangements. We will also be asking service users what they think about the service in order to help us to continue to make improvements.
We may provide a service directly by the Home Care Services or arrange for an independent organisation to provide care. If an independent organisation provides care, we expect the standard of service to be at least as high as direct provision.
During 2000 the Adult and Community Services Department entered into formal arrangements with independent organisations in order to raise standards (organisations which do not meet standards will not be used in the future).
The government is introducing inspection teams to cover all Home Care Service organisations; the new teams, called 'Care Commissions' are expected in early 2002.
