The 3 Boroughs Accredited Accommodation Scheme

Barking and Dagenham, along with Redbridge and Havering, have established the '3 Boroughs Accredited Accommodation Scheme'. This scheme has been introduced because improving Health, Housing and Social Care is an important Community Priority for our borough.

Many of our residents rely on others to provide them with housing accommodation. The Councils accept that they have responsibilities for ensuring that this accommodation meets at least, legal minimum standards. Ideally it should meet higher standards.

Many people do not know what those minimum standards are. Because of that they may unwittingly be living in homes that are unsafe or are damaging their health. Similarly, because they are not aware of requirements, landlords may be letting unsafe property, so exposing tenants to unnecessary risks.

We are aware that confusion may arise as a result of the application of different standards in neighbouring authorities. The creation of this Partnership is an initial step in overcoming that situation.

This scheme is designed to:

Set standards for accommodation and property management in the privately rented sector. This will help occupants and potential occupants to make informed judgements about the quality of that accommodation
Confirm to owners of such properties that the accommodation they are providing is of an acceptable standard

Application

This voluntary scheme shall:

Apply to any dwelling within Barking and Dagenham, Havering and Redbridge, which is:
- Already let
- Available for letting, or
- Potentially available for letting
Except if it is owned or managed by a Residential Social Landlord
If the dwelling is a flat, then the parts of the building outside the flat, used or available for use by the occupier(s) of the flat must comply with the relevant parts of the appropriate standards
There is no charge for joining the scheme

Please note: Admission to this Accreditation Scheme is voluntary and although the councils administer it, they cannot intervene in disputes between landlords and tenants.
