Oldmead House, Exeter Road and Bartlett's House, Vicarage Road (part of the Village Ward) will be brought up to the government's 'Decent Home Standard'. This means they will be warm and watertight, have central heating and modern kitchens and bathrooms.
Residents will have a very important role throughout the project. Capital Works has developed a Consultation Strategy to make sure residents are fully informed about the progress of the project and involved in the decisions that need to be made throughout the process.
The Scope of Works for the project was created in consultation with residents.
The on site set up has now been completed at both blocks and scaffolding has been erected at Oldmead House. Once finished, the scaffolding will then be erected at Bartletts House.
Mullaley's Resident Liaison Officers have begun consulting with the residents of both blocks on kitchen designs and choices. Residents are also being issued with information packs that include comprehensive details about the project and contact details that residents can use throughout the project.
These activities are designed to build a good relationship between residents and the contractor whilst highlighting any particular concerns or needs that residents may have.
The refurbishment Project for Oldmead and Bartletts was officially launched on Tuesday 31 July 2007.
The purpose of the launch was to outline the scope of works being carried out to each block. The Project team invited local councillors, estate officers and members of the Steering Group.
Following a brief presentation, which included before and after photographs of the pilot flat and a computerised view of the proposed finish to each block, small handouts of project details were given out together with the scope of works and information on the project team.
There was a viewing of works that had been carried out at the show flat and site set up along with official photographs taken by a photographer from the councils Press Office.
The Capital Works Project team are now at the stage to give some more information about the forthcoming refurbishment project.
A Resident Steering Group which is chaired by Councillor Philip Waker has been formed. Its members currently include 3 residents from Bartletts House and members of the councils project team.
Unfortunately, despite writing to residents several times inviting them to join the Steering group, no residents from Oldmead House have expressed an interest in becoming members. The first Steering Group meeting was held on 13 December 2006 and it meets the 3rd Wednesday of each month.
A variety of issues surrounding the delivery of the project have been discussed and the contributions made by the residents of Bartletts House have been very useful.
Following a tender exercise, the 5 contractors who met our quality criteria were interviewed earlier this year. Mulalley and Company Limited scored highest in our quality assessments and also gave an excellent interview, therefore the panel, which comprised of council officers and our consultants unanimously agreed that they should be selected to carry out the works.
On Wednesday 23 May 2007 a public meeting was held. The purpose of this meeting was to present the project in more detail, and to get the opportunity for residents to speak with members of the project team and an ideal opportunity to meet the people who will be working in their homes and ask any questions regarding the refurbishment works.
There was also an opportunity to see some samples of items to be installed such as windows, front doors, kitchen units and the external over cladding which will improve the appearance of the outside of the blocks.
The works on site will start in early June 2007 which will begin with site accommodation set up, erecting of scaffolding and carrying out in-depth surveys to each property.
On Monday 20 February 2006 the second public residents consultation meeting was held at the Exeter Road parish hall. A detailed presentation on the refurbishment options being developed for Bartletts House and Oldmead House was given by representatives from Sprunt.
Although attendance was relatively small, a number of very good questions were asked by residents, who also made some valid suggestions to enhance the existing communication processes.
All 3 Village ward Councillors, Councillor Lee Waker, Councillor Phillip Waker and Councillor Dale, were also in attendance, with Councillor Lee Waker chairing the meeting.
Procurement works are also in progress to bring a main contractor on board as early as possible.
The Capital Works Group Project Liaison Team published the second Oldmead and Bartletts newsletter to keep residents and other key stakeholders informed of the progression of the project.
Included in the newsletter was feedback on the customer consultation questionnaire that was sent to all residents of Bartletts House and Oldmead House in December of last year. 43% of residents completed and returned their questionnaires and a full assessment will be presented at the next public consultation meeting.
Sprunt conducted investigation works on the outside of the blocks to find out more about their structure. They have visited 21 flats to enable them to gather more detail and are now working on the initial design options to be submitted in a report to us on 3 March 2006.

13 December 2005 saw the first Resident Consultation meeting, which was held at the Vicarage Road Community Centre. Sprunt Limited gave a presentation and further information was provided by the Head of Housing Strategy and other Council officers who are involved in the project.
Residents in attendance contributed ideas and raised further points requiring clarification during the questions and answers session. All local ward councillors and the lead councillor for Housing and Health, Councillor Liam Smith, confirmed their commitment to the project and our aspirations of providing decent homes for residents.
December also saw the first Resident Consultation Questionnaire being sent to all residents of Bartlett's House and Oldmead House, along with follow up correspondence reminding residents of the importance of their contribution and input into the project. The results of the consultation questionnaire were made available to all residents in February 2006.
Officers from the Capital Works Group, Housing Futures and Estate Management formed a 'consultation team' and produced a consultation strategy.
Designed to ensure that customer focus remains the primary driver in service delivery throughout the project, the strategy received the support and approval of local ward councilors, Councillor Bill Dale, Councillor Lee Waker and Councillor Philip Waker.
In line with the strategy, the Capital Works Groups Project Liaison Team published the first newsletter designed to inform all residents and key stakeholders of project progress so far.
Sprunt Limited were appointed to work closely with the Capital Works Group 'in house' project team and to develop, design and refurbishment options for Oldmead House and Bartlett's House. Sprunt Limited are a multi-disciplinary who are used to providing a multi-disciplinary service for a wide range of Local Authorities and Housing Associations clients.
Sprunt are a 78 strong multi-disciplinary practice and incorporate the following disciplines in house Architecture and design services, Landscape architecture, Building surveying, Quantity surveying, Planning supervisor and Project management.
We successfully completed a Stock Condition Survey of the blocks and put together a multi-disciplinary team to assist in creating different options to refurbish the blocks.
