This report shows the process and the results of the impact assessment carried out on the Sheltered Housing Service.
Report summary
Sheltered housing is accommodation specially designed for people over 60 or younger if you are registered disabled or in receipt of disability allowance.
This impact assessment reviews how well this service meets the needs of black and minority ethnic groups. It also reviews the methods by which applicants access the service to ensure this does not adversely affect application from black and minority ethnic groups.
- The review has considered the Individual Scheme Policies related to occupation of premises
- The review has also reviewed that we have no gender, disabilities, sexuality, faith or age policies that adversely affect black and minority ethnic groups
- The review has considered the long term demographics of the borough and how this may affect future black and minority ethnic needs
We have concluded that in the main there are no adverse effects of current policies and protocols on black and minority ethnic groups even though a number of recommendations have been reached as a result of this exercise.
Recommendations
The recommendations should prepare the service to develop a more diversified profile to encourage use and participation from black and minority ethnic residents within the borough.
The recommendations have included the following:
- The policy statement to be revised to reflect a more inclusive policy statement
- Adverts on the availability of sheltered services needs to be publicised more
- Potential residents should be able to register interest in sheltered schemes directly through Scheme Wardens, Housing Welfare Officers and other workers
- Introduce formal monitoring of numbers of residents in schemes
- Introduce monitoring and analysis of outcomes for black and minority ethnic applicants
- Review equality issues with Wardens at monthly one to ones
