The Town Centre Management service delivers environmental, policing, facility management, advertising and promotion and event management services to meet the needs of the borough's town centres in Barking, Dagenham Heathway and Chadwell Heath.
Two Town Centre Forums, in Barking and Dagenham Heathway, have been established to promote this and there are close links with the Association of Town Centre Managers.
The team also has responsibility for all Street Trading in the borough, including the Barking Town Centre Market, control of all trading on premises forecourts and from mobile vehicles.
The Town Centres Management Service was established in March 1999 by us to forge stronger links with the local business community and Town Centre users including the Chamber of Commerce, residents' associations and local police. It is based at 53a East Street, Barking and consists of 3 officers.
The Barking Town Centre Market was established by us as a Public Private Initiative in 2000. We share operation with the private company Charfleets. The Market caters for general goods and currently operates 3 days a week. It is largely occupied by local traders and is very diverse both ethnically and culturally.
The Market has grown rapidly since its introduction and by 2004 had 180 stalls occupying the whole of the pedestrian area of the Town Centre. The size and range of services continues to expand, with French and other speciality markets introduced during 2004.
Market revenues now help pay for goods, entertainments and services enjoyed by the Town Centre as a whole, including advertising and promotion and events such as the Classical Concert (every May) and Christmas events.
