Dagenham Dock - Sustainable Industrial Park
A vision for the community, business and the environment
As part of the wider London Riverside regeneration, the council in partnership with the London Development Agency has developed a vision for Dagenham Dock as a Sustainable Industrial Park.
This offers a best practice solution of how many environmental issues can be addressed and seen as opportunities.
It offers the chance to highlight the regeneration benefits of tackling environmental problems, to adopt a more sustainable approach to development and to dispel the myth that the environmental business sector is unattractive and hinders regeneration.
In 2001 the consultancy Scott Wilson were appointed to produce an Implementation Strategy to bring the vision to reality.

In order to ensure the site's planning framework is in tune with the vision, new planning guidance for Dagenham Dock has been produced. This document includes a useful summary of the Sustainable Industrial Park concept.
The guidance went out to public consultation between the 20 December 2002 and 7 February 2003 with our Executive formally adopting the amended version as Supplementary Planning Guidance on the 15 April 2003.

Infrastructure
Tackling Dagenham Dock's poor infrastructure is an essential task in delivering the Sustainable Industrial Park and job creation. We have worked with the London Development Agency to secure £5 million from Communities and Local Government's Sustainable Communities Fund and a further £2.5 million from the European Union's European Regional Development Fund to implement the first phase of infrastructure works.
Starting in April 2005 the £10 million project due for completion in December 2006 will result in a reconstructed Chequers Lane with new drainage, services and a transformed public realm. The public realm works designed by Professor Florian Beigel include an enlarged pavement on the western side of Chequers lane with 'rafts' of black concrete containing york stone insets.
The infrastructure project will dramatically transform conditions for businesses, drivers, pedestrians and cyclists encouraging investment into the area. A planning application for the second phase of the infrastructure project is expected shortly which will result in opening up more than for development and the riverside area being made more accessible for people.
The London Development Agency have also secured Sustainable Communities Funding for a new electrical distribution network for Dagenham Dock which will supply the power needs for the new jobs and businesses. We have also secured £3 million of Sustainable Communities Funding to commence the master planning of Dagenham Dock Interchange in advance of the East London Transit terminating there in 2008.
New Development
February 2006 saw the opening of Voltaic by the Minister for London, Jim Fitzpatrick. Voltaic is an award winning new distribution/warehouse building developed by Gazeley with a suite of 12 of the latest ecological initiatives including solar photovoltaic's and a ground source heat pump.
Environment Secretary David Miliband also visited the site in May 2006. The development marks £27 million of private sector investment flowing into Dagenham Dock on the back of the public sector regeneration projects mentioned above.
Since 2002 Dagenham Dock has already seen nearly 1,400 new jobs and 70,000 square metres of employment space with much more to follow in the coming years.
The London Thames Gateway Development Corporation gave planning approval in May to Closed Loop London for a flagship plastics recycling facility. The process would be unique in the UK as it would enable collected plastics to be processed to be reused in food packaging thereby adding value.
This would be a major boost for the creation of the Sustainable Industrial Park as Closed Loop London are the type of innovative green business we would like to see at Dagenham Dock.
