When tendering and awarding contracts for goods, services or works, we must observe the requirements of the European Union Public Procurement Rules. These stipulate that contracts valued in excess of specified amounts must be publicly exposed to competition within the European Community.
We are obligated to advertise contracts in the Official Journal of the European Union when contract values exceed these amounts:
The purpose of advertising in Official Journal of the European Union is for all European Union countries to be given the same opportunity to tender for contracts.
The regulations require us to ensure that specifications do not include anything that may be discriminating, for example we cannot specify English standards or require only English applicants. All contracts must be open to all European providers.
In addition, European Union regulations lay down some procedures that we follow, for example we should always try in the Official Journal of the European Union, to give Prior Information Notification (PIN) of its larger requirements, and must advertise who won contracts awarded.
The procedures also lay down certain types of tendering arrangements and the minimum time-tables which must be applied to those arrangements.
