Introduction to e-Sourcing

Is an electronic tendering solution that facilitates the complete tendering process from the advertising of the requirement through to the placing and registration of the contract.

This includes the exchange of all relevant documents in electronic format.

Manual tender processes can be long and cumbersome, often taking 3 months or longer, which is costly for buyer and supplier.

e-Sourcing replaces these manual paper-based tender processes with electronically facilitated processes based on best tendering practices to save time and money.

e-Sourcing tools support strategic procurement activity and benefit both buyers and suppliers, primarily in terms of process savings and reducing the time spent on any one procurement exercise.

The prime objectives of e-Sourcing solutions is to introduce more efficient processes, reduce internal transaction costs and maximise control over expenditure through freeing up staff time, reducing error rates and substantially reducing off-contract expenditure.

The use of standardised documents for example Contract Notices, Pre-Qualification Questionnaires and Contract Terms and Conditions enforces compliance with Council and European Union regulations and e-Sourcing prompts the user to consider essential elements such as award criteria, the collaboration team, contract terms and conditions, procurement route at the beginning of the process.
