Support for school improvement

 

Monitoring, challenge and intervention in schools

This area has been a continuing strength within the authority since 1997. From a very low base, the majority of schools have made considerable progress in raising the achievement of many pupils over the last 4 years.

 

Support for under performing schools

Very few schools enter special measures or serious weaknesses, but where this has occurred, well-planned, targeted and coordinated support has enabled them to be removed within or before the required timescale.

 

Support for literacy and numeracy

In the past 4 years, the local education authority has extended its approach to both literacy and numeracy, and support is very good. Schools are fully supportive of the work undertaken by the local education authority and describe it as very good, and even outstanding.

 

Support for ICT

Additional resources were made available through the National Grid for Learning scheme, which have been used very well. The Key Stage 3 ICT pilot is developing teaching programmes, which will be used in the national scheme from September 2002.

 

Support for minority ethnic and Traveller children

The local education authority is rapidly developing the capacity to ensure these children are in a position to benefit from their education in the borough. It has been difficult to manage and support the sudden arrival of refugees and asylum seekers, but it has been coped with well and the language needs for such pupils newly arrived into the borough.

 

Support for gifted and talented pupils

The local education authority has made a promising start in this area and fully recognises its potential for raising attainment further. A recently appointed coordinator works closely with all secondary schools and project partnership is strong.

 

Support for school management and governors

Support for school leadership and management is regarded highly by schools. Much has been achieved and current needs continue to be supported through the Education Development Plan. Information on the performance of students in schools is provided for governors, which allows them to be effective in their role.

 

Assuring the supply and quality of teachers

The local education authority's strategy for the recruitment and retention of its teaching force is very successful. It also provides good accommodation for new teachers and is actively involved in the graduate and registered training programme.

 

The effectiveness of services to support school improvement.

 

High quality and effective leadership is in place across all services, as a result of restructuring and new appointments.
