Consultation on Proposed New School Provision - Barking Riverside|

Closing date: Friday 23 April 2010.

 

Following the publication of an Official Journal of the European Union notice, the local authority evaluates the expressions of interest it has received for its Building Schools for the Future project.

 

It will produce a long list of bidders based on a 'pre-qualification questionnaire', designed to establish whether potential bidders have the technical capacity and ability, and economic and financial standing to deliver the project.

 

The long listed bidders are then invited to submit outline solutions (now known as Invitation to Participate in Dialogue, but formerly called Invitation to Negotiate). This is the first stage of a process of 'competitive dialogue' between the local authority and bidders.

 

A shortlist, usually of 3 bidders, is agreed by the local authority, based on the evaluation of the outline solutions. These bidders are asked to develop detailed solutions before final tenders are requested by the local authority.

 

A final round of fine tuning of the proposed solutions leads to the identification of a preferred bidder with whom the local authority and Partnerships for Schools will form the Local Education Partnership and take forward the first school projects.

 

At the conclusion of this exercise, the final business case is submitted to Partnerships for Schools and Department for Education.

 

The final business case summarises the history of the project, including any changes from what was approved in the outline business case (Stage 3), and sets out the proposed contractual arrangements. It forms the basis for approval of funding for the project and permission to sign the contract.
